I agree with the person in the link below, as I have asked the same question as to why social security benefits are one month behind, and the government is stealing billions of dollars over the years from this scam.
I now have proof to support the scam... I began receiving SS benefits at end of Feb 2017 which was for the month of January 2017. I recently received a 1099 form in which the amount equates to receiving only 11 of the 12 payments due for 2017=RECEIVED FEB-DEC 2017, thus, I was not paid for one month.

Hi,
I wouldn't describe it as a scam, but Social Security does pay benefits in the month following the month that the payment is for. Therefore, if your first payment was for the month of January 2017, you would only have received 11 payments in the calendar year of 2017. As a result your 1099 form, which is issued for tax purposes, only reflects 11 months of payment.
To answer your question, though, yes this anomaly normally only occurs in the first year of a person's entitlement. You should receive 12 payments in 2018, covering payments for the months of December 2017 though November 2018, and your 1099 for 2018 should reflect 12 months of benefit payments accordingly.

I can't find an official reference that answers your question, but as I recall Social Security's explanation at the time was that paying all benefits on the 3rd of the month created problems for the banking industry. So, spreading payments throughout the month was intended to ease the strain on banking resources. That's just based on my recollection, though, and there's probably more to the story.

If an individual chooses/applies to take SS retirement benefits in the month they reach FRA (i.e. as soon as possible with no reduction). Will the individual receive their "initial payment" in that month, or the following month? I understand SSA pays benefits in arrears, however, on the initial payment when reaching FRA there appears to be some conflicting information on the internet as to when it is paid. Thanks Larry.
Hi,
In the scenario you describe, the person's first payment would be due in the month following their month of full retirement age attainment. For example, if a person turns 66 in August and chooses that as their month of election to start benefits, their first payment would be due in September. However, sometimes a person's first payment can come earlier or later than normal depending on when they file their application for benefits.

Coming Together to Remember the Ladies Who Fought for Freedom

Angela Dodson, renowned journalist, editor and author of "Remember the Ladies: Celebrating Those Who Fought for Freedom at the Ballot Box,” says the history of the women’s suffrage movement holds crucial lessons for the scial movements today.
The beginnings of the women’s suffrage movement can be traced back to the anti-slavery movement in Philadelphia. Many of the same women were involved in both causes, she said. Even then, blacks and whites served as allies whose causes intersected and bonded their lives together.
They were activists with a multitude of causes, rather than mothers and sisters with a singular focus. Many of these ladies joined the temperance movement and the free produce movement, which urged citizens to boycott products made with slave labor.
“They went from one meeting to the next, from temperance to abolitionist to free produce meetings,” Dodson explained. Each group then benefited from having well-informed allies that they could call upon as needed.
Dodson’s celebrated book takes readers along their extraordinary journey, where social movements over the decades intersected, sometimes battled and aligned. Fast forward to today, where a greater proportion of American women than American men currently vote but no woman ever has been elected President in United States.
“I really want the book to be a conversation starter about where American women are politically … and why we can’t seem to get to the White House or even see it from here,” Dodson told the audience at the Winnet Coffeehouse at the event commemorating Women’s History Month.
Dr. Claudia Curry, director of the College’s Women’s Outreach and Advocacy Center, moderated the program. President Guy Generals offered opening remarks, stressing the importance of sharing the stories of the remarkable women in our own lives as well as the stories of sheroes.
Dodson’s remarks were followed by a panel discussion where students Anyssa Elmanfaa,nCameron Battle-Bradshaw and Katherine Freni discussed applicable lessons they had taken from the lives of Sojourner Truth, Shirley Chisholm and Lucretia Mott.
Afterward, Dr. Tabitha Morgan, assistant professor of English and instructor of the College’s Women’s History class, echoed the theme of the day: the importance of expanding social movements to include a wider range of allies.
“We are so fractured,” Morgan said. “How can we work together and be stronger and better?” Dodson said many people thought that giving women the right to vote would change the nation dramatically. Some thought, “it would end war, maybe crime, and our schools would be better. But women didn’t vote as a bloc,” she explained. “They voted their specific interests and, in some cases, their husband’s interests.”
The diversity dialogue is one of many events happening across the city as Philadelphia prepares to mark the death of Dr. King on April 4. This event is part of a series of conversations held citywide to recall King’s impact and legacy.
After Democratic candidate Hillary Clinton lost the 2016 presidential election - even though she actually won the popular vote - energy has flowed into the women's movement. Since 2016, more than 30,000 women have sought support to run for public office.
Said Dodson, “It feels as though we are at the cusp of change.”

Your first payment could come at any time. When Social Security owes back pay for previous months, they don't wait until the regularly scheduled payment date to make their initial payment. You should also receive an award letter by mail that explains how your payment amount was calculated, but that could be received up to 2 weeks after you receive your first direct deposit.

Fifty Years After Dr. Martin Luther King, Jr.'s Death, a College Remembers the Man and Students Give Back

Fifty years after the assassination of Rev. Dr. Martin Luther King, Jr., America still struggles with the issues faced by past generations: civil unrest, police brutality, segregation, racism and discrimination.
On February 19, 2018, the College's African American History Month Diversity Dialogue event examined Life After King, the relevance of King's tactics and messages of love in a nation where mass shootings and hate groups have become commonplace. Faculty members Aaron Love, assistant professor of History, Philosophy and Religious Studies, and Debonair Oates-Primus, assistant professor of English, discussed the history of the civil rights movement and offered insights while alumnus Robert Hudson and student Ismail Ebo addressed the relevance and significance of King’s legacy to youth today. Derrick Perkins, director of the Center for Male Engagement, moderated the panel.
At noon on March 22, in the Winnet Coffeehouse, a second public dialogue, Remembering the Ladies, is planned for Women’s History month. Dr. Claudia Curry, director of the Women's Outreach and Advocacy Center, will moderate the program. Angela P. Dodson, author of the book, Remember the Ladies, will highlight some of the women who played a major role in the civil rights movement and the hard won struggle by women for their right to vote.
Both dialogues are part of an ongoing series of conversations being held during the first 80 days of the year throughout Philadelphia as residents remember Dr. King and examine this nation's efforts to foster his beloved community.
New Conversation on Race and Ethnicity (NewCORE), a multiracial, interfaith group striving to achieve the “more perfect union” envisioned The NewCORE MLK Legacy Conversations: 80/80. The goal of NewCORE is to “recognize the urgency to speak and listen to our racial and ethnic histories, experiences and struggles and to respect each person’s dignity and individual journey."
In addition, students, faculty and staff at the College are remembering Dr. King by engaging in service and taking a stand for social justice. On the MLK holiday in January, the College community joined 5,000 volunteers—including Governor Tom Wolf, District Attorney Larry Krasner, and other elected officials—at Girard College for the 23rd annual Greater Philadelphia MLK Day of Service. The day of service is a city-wide signature event featuring more than 150 service projects and was established to promote volunteer service and civic engagement.
Student ambassadors, along with Jenavia Weaver, the coordinator of the Student Leadership and Involvement Center, held a book drive this year for youth to promote literacy. The Free Library of Philadelphia donated more than 250 books to the cause. Weaver, a lover of literature, has organized an MLK Day of Service project for more than 13 years and donated 100 books from her personal collection this year alone.
“We wanted to engage with them," Weaver said. "Reading a book, playing games – these are teaching tools.”
The project also gave youth a chance to unplug and enjoy quality time with College volunteers.
“The idea was to get children and youth to turn off the cell phone and step away from the video games,” added Weaver.
Faculty from the Early Childhood Education program and students from the Veterans Club were also on site to offer encouragement and engage children with books.
“I work with children and I thought the book drive was a great way to get kids to read," said Brittany Dosso, a student ambassador. "Our interaction with them encouraged their interest in reading. The MLK Day of Service meant a lot to me because it feels good to help someone out.”
By day’s end, all the books were donated—some to children whom, according to Weaver, have never owned a book.
“There are 365 days a year, there should be at least one day where we designate a day of service to others,” said Weaver.

A New Apprenticeship in Philadelphia Strengthens Education for Early Learners

As Philadelphia and other major cities move to fill early childhood education centers with well-qualified teachers, there is growing concern that these efforts might threaten the jobs of those who don’t have, or can’t afford, a college degree.
District 1199C Training and Upgrading Fund, a Philadelphia-based nonprofit, is working with educators at the College on the Early Childhood Education Teachers Apprenticeship program, which places day care workers on long-term career pathways leading to higher pay, and supports the campaign to provide quality Pre-K education for the City’s children.
These high-quality and accelerated career pathways are at the center of Fueling Philadelphia’s Talent Engine, Mayor Kenney’s newly announced workforce strategy which seeks to address the deep-rooted poverty that affects so many Philadelphians.
A few years ago, Cheryl Feldman, executive director of District 1199C Training and Upgrading Fund, reached out to Amy Saia, an assistant professor of early childhood education at the College and the pair began a collaboration that now connects 36 apprentices with 20 employers, including nonprofit, for-profit, union and nonunion.
“The Early Childhood Education Apprenticeship Program is a game changer,” Feldman said. “By aligning with Community College of Philadelphia’s associate degree curriculum in Early Childhood Education and combining on-the-job learning competencies and mentors, it creates an accelerated path with the goal of creating a pipeline of highly skilled, degreed teachers.”
Saia added, “We want to increase the size of the workforce and we want to support them so they earn more wages.”
The apprenticeship program allows full-time child care workers who hold a Child Development Associate (CDA) certificate to earn an associate degree in Early Childhood Education (Birth to 4th Grade). During this two-year program, workers in local child care centers receive 18 college credit for prior on-the-job learning along with wage increases and mentors. The Delaware Valley Association for the Education of Young Children (DVAEYC) supports and mentors the on-site job coaches. Successful completion results in a certificate from the U.S. Department of Labor, an associate degree and lead teacher certification for Philadelphia-area early childhood education centers.
District 1199C recruits the employers and manages the relationships among apprentices, mentors, the College, and state and city agencies. The program is financed through a mix of public and private funding sources. Employers commit to four pay raises and paying 5 percent of an apprentice’s tuition at the College (about $500 a year). The apprentices pay 5 percent of tuition. The rest of the tuition, fees, and materials costs are covered by Pennsylvania T.E.A.C.H. scholarships.
For Corinne Bale, the program has been her long-awaited opportunity to finish her degree in education. She obtained her CDA certificate and landed a job as an early childcare professional at SPIN Inc., a provider of early childhood education in Northeast Philadelphia. Bale, who has been teaching for 15 years, said she’s now on track to receive an associate degree by summer 2018.
“I’m really benefiting from the program. I’m getting the schooling toward my degree and I’m still able to work. The College is very supportive and helpful with the way they collaborate with my employer,” said Bale. “I’ve been working for so many years with the pre-toddler class and through this apprenticeship, and going to classes, I’m able to come back to my own classroom with new ideas.”
According to a 2015 report by the Bureau of Labor Statistics, a child care worker in Pennsylvania earns an annual median salary of $19,590; the media salary for a preschool teacher is $25,970. By the time Bale completes her apprenticeship and receives her associate degree, she will see a 30 percent increase in overall wages.
For her, the program is convenient because it combines work and learning.
The College also has a transfer agreement with Drexel University which extends the career pathway and enables apprentices to earn their bachelor’s in Elementary Education (Pre-K – 4th Grade) with a certification.
“The apprenticeship program is like a ladder,” said Chae Sweet, Dean of Liberal Studies. “The more education they receive, the more the wages are increased.”

My husband died in June 2017. I applied for survivor benefits in July and received my first direct deposit of benefits into my checking account on 8/2 for June/July. I am supposed to receive benefits on the 4th Wednesday of every month. It is now 9/5 and I have yet to see a direct deposit for August. I haven't rec'd any notice in the mail of any changes. I am wondering if it is normal to have such a delay in deposit.

I'm sorry for your loss.
Apparently your husband's birthdate was after the 20th of the month, in which case your survivor benefit payment for August will be paid on the 4 Wednesday of September (i.e. 9/27). Your payment for September will then be paid on the 4th Wednesday in October, and so on.
The reason that you were paid your previous check on August 2nd is that the initial benefit payment can come at any time of the month if past benefits are due. In that event Social Security makes the first payment as soon as they can process the claim.

If you mean that you are receiving widow's benefits on your husband's record, then your payments will probably normally arrive on either the 2nd, 3rd or 4th Wednesday of each month depending on your husband's birth date. If he was born in the first 10 days of a month you would be paid on the 2nd Wednesday of each month. If he was born between the 11th & 20th of a month, you would be paid on the 3rd Wednesday of the month, and if he was born after the 20th of a month you would be paid on the 4th Wednesday.
Your payment date could be different, though, depending on when you started receiving benefits and whether or not you also receive benefits on your own Social Security record (https://www.ssa.gov/OP_Home/handbook/handbook.01/handbook-0121.html).

The Colonials emerged as champions of the Eastern Pennsylvania Athletic Conference Championship (EPAC) and now rank fifth in the National Junior College Athletic Association(NJCAA) Region XIX, Division III.
Their 17-5 record in the regular season play has earned them a berth in the Division III playoffs. The Colonials will play Northampton in Bethlehem, Pa. on Tuesday, March 27th at 7 pm. Admission is $3 for adults and $1 for students.
This has been a stellar season for the team and for Jaylen Nixon, who received 1st team All-EPAC and was voted “Player of the Year." Malachi Thompson was awarded 2nd team All-EPAC honors.
The Community College of Philadelphia Colonials have fielded powerhouse basketball teams for many decades. Outstanding basketball alumni include former Philadelphia 76er Ollie Johnson and Ronald Murray, who played for the Milwaukee Bucks.
Under head coach Joe Rome, the Colonials won the championship title for the National Junior College Athletic Association (NJCAA) Region XIX Division III conference in 2014-2015, the first year of the team’s playoff eligibility.
Over the years, athletes at the College have balanced jobs and challenging classes as they have paved a path to possibilities in basketball. Nixon, a forward for the Colonials, stands at 6’3” tall and averages about 20 points and roughly 6 rebounds per game.
“My team is like my family – they’re more like brothers here. I think this is the greatest team I’ve played on,” said Nixon. “The one thing I learned from playing basketball here is if you’re not focused on the classroom, you can’t be focused in the court.”
Coach Rome added this team has worked hard in the classroom as well, “We have a good group of freshmen on this team. They work hard in the classroom and on the court. In order to win in basketball, you have to succeed in learning too.”

Hi,
Social Security benefits are paid in the month following the month that the payment is for. If March 2018 is your initial month of entitlement to Social Security benefits, then your first payment is due in April 2018. In other words, you are paid IN April FOR March. And so on.
On the other hand, if you've been receiving benefits for some time now and you aren't being paid in March for February, then I don't know what the issue may be. You'll probably need to check with Social Security in that event.

Community College of Philadelphia and Parx Casino recently announced a diversity partnership that will help fund support services for students who are veterans, LGBTQ, women and members of underserved communities.
The partnership, which includes a gift in the amount $102,000 over three years from Parx, is designed to guide and mentor students who often face constant personal, emotional and academic hurdles while in college.
In addition, employees from Parx Casino will personally mentor students from these areas.
“The College is addressing the disparities in student success with promising practices tailored to support students’ individual needs, including those that provide bridges to degree completion and supports that anchor students when tough times arrive,” said Dr. Donald Guy Generals, president of the College. “Students need to have an environment that is conducive to their interests, that is sensitive to their needs and really paves the way and enlightens them to the importance of doing well, not just in the classroom, but in preparation for going into the classroom.”
Ron Davis, director of Diversity and Community Affairs at Parx Casino and one of the growing legions of current and former NFL players now tackling educational equity, has been mentoring young men at the College for several years.
He sees the same potential in them that others once saw in him. “I was one of those students. I went to Virginia State University. I was a C student in college and somebody reached out to me and helped me, so this is a way of giving back,” Davis said. “We have a responsibility to share our success with the community. We’ve done that since we opened our doors in 2006. Corporate responsibility is community responsibility…we’re hoping that other corporations join this initiative at some point to help begin a gateway of growth within the College’s community.”
When Philadelphia Mayor Jim Kenney released his comprehensive workforce strategy last month, he urged the City’s corporate leaders to get involved in the community and find ways to address the underlying barriers that hinder access to career opportunities.
“Parx Casino has gone far beyond providing scholarships and funding,” Dr. Generals said. “They bring caring leaders to our campus who make a huge difference in our students’ lives.”
During the celebration, Ismail Ebo, a recent graduate of the College who gained mentors and advocates at the College’s Center for Male Engagement (CME), said these programs instill confidence, and provide a vital support network.
“They put faith in us as young men who, if left to the system, would be out in the street or in jail,” he said.

Hi,
By SSI, you're apparently referring to Social Security benefits and not Supplemental Security Income (SSI). All SSI payments are issued on the 1st day of the month, whereas Social Security payments may be issued on either the 3rd day of the month, or the 2nd, 3rd, or 4th Wednesday of the month depending on the recipient's birthdate (https://www.ssa.gov/OP_Home/handbook/handbook.01/handbook-0121.html).
Unless you receive both Social Security and SSI payments, it's very unlikely that you would meet any of the conditions that would allow you to change your Social Security payment date to the 3rd of the month.

Hello
I recently applied for Social Security, I turn 62 or more to 25th, I was told that my first check will be for the month of April however my first payment would be in May. I was told that my payment will be a month behind, meaning in my opinion I will never see that payment due to the fact it will be paid after death. What I'm not understanding if my dad died in June 18, last year therefore he receives his may check in June, what happened to his June check which he was alive that month ? I'm not clear on your first sentence, but unless you were born on the 1st or 2nd of the month, if you reach age 62 in March then your earliest possible month of eligibility for Social Security retirement benefits would be April. You must be 62 for an entire month in order to qualify (https://secure.ssa.gov/apps10/poms.nsf/lnx/0300201001). Social Security payments are normally paid in the month after the month for which they're due, so it sounds correct that your first payment would be scheduled for May.
Regarding payments for the month of death, a person must live throughout the entire month in order to be due a payment for that month. If a beneficiary dies on April 30th, for example, they would not be due the payment that would normally be paid for April in May, and such payments if made would need to be returned to the Social Security trust fund.
Both of the above provisions are in the Social Security laws passed by Congress, so your congressional representatives would be the proper place to register complaints.
